Cantha armor?
is the highest lvl armor that you can buy in cantha 60. (not counting the bonuses given by some types of armor, +5 against elemental attacks for example)

for casters? probably...though certain exceptions apply...there are +5+5+5 bonuses for minions and spirits for ritualists and necromancers...rangers and warriors certainly have higher base armor with similar bonuses...there is an innate protection from elemental attacks built in to ranger armor (70) and specific armors with sepcific elemental protections on top (i.e. ice, fire, lightning)...hope it helps. Sugest you be more specific for the character class you are asking about...you'll get better info that way.

For casters (elem, necro, monk, rit, mesmer) 60 is the base value of their max armor, regardless of campaign or location obtained.
Rangers and assassins = 70. Warriors = 80. |

Warriors now have AL 90 and AL 100 armor available as well (not counting vs physical bonus) although the AL 100 is conditional on having 13 Strength. |

True, but the base (or "normal") values are 60, 70 and 80. Everything else depends on the particular style of armor you choose.
